According to the unified deployment requirements of the theme education of "don't forget the original intention and keep the mission in mind", in order to deepen the implementation of the No. 1 order of the provincial command of pollution prevention and control in 2018, the municipal ecological and Environmental Bureau actively carried out the original mission. During the theme education, special law enforcement actions of "sharp sword" were organized in the river basins of the four major countries, focusing on the treatment of outstanding problems of enterprise environmental violations To promote water pollution control in depth.
1、 Strengthen leadership and plan carefully. A "sharp sword" action leading group and office was set up with Jiang Yajun, Secretary of the Party group and director of the Bureau, as the leader, Zeng Ming, member of the Party group and deputy director as the Deputy group leader, and the person in charge of the functional departments as the members. The "sharp sword" action work plan was formulated, and the "sharp sword" action notice was issued in the city's major media to create a strong atmosphere of zero tolerance of illegal pollution To promote enterprises to actively strengthen environmental management, abide by laws and regulations, and improve the level of environmental protection.
2、 Highlight the key points and strike accurately. The special law enforcement action focuses on the river basins of the four major test sections, namely Maozhou River, Shima River, Dongyin canal and Hanxi River Basin, involving 21 towns (streets) in the city. Focus on the inspection of electroplating, surface treatment, anodizing, bleaching and dyeing, printing, washing and other industries as well as "zero emission" enterprises, "scattered wastewater" enterprises, "scattered pollution" water related enterprises, and carry out inspection and full coverage of electroplating, surface treatment, anodizing and other heavy pollution enterprises.
3、 Cross law enforcement and strict punishment. The special law enforcement action is carried out in the way of "delimiting regions, joint inspection, cross law enforcement, remote inspection", and carries out law enforcement through "5 + 2", "white + black" wrong time supervision and law enforcement, local and cross law enforcement in different places, and carries out high-intensity and uninterrupted regional environmental law enforcement actions, so as to solve the problem of human relations law enforcement and even local interference in law enforcement. In the process of inspection, law enforcement personnel are required to strictly implement the record of the whole process of on-site law enforcement inspection, standardize the investigation and evidence collection, realize the trace and traceability management in the whole process of law enforcement, and implement unified standard law enforcement. The law breaking cases shall be handed over and examined in a unified way, and the standards for handling them shall be unified. Severe penalties shall be imposed on serious illegal discharge behaviors such as illegal discharge, direct discharge and abnormal operation of pollution prevention and control facilities, and corresponding measures shall be taken for those conforming to the applicable situations of five types of cases, so as to ensure fairness and justice and the same scale of law enforcement and punishment. In the special operations, 62 cases of major illegal acts such as illegal discharge and direct discharge of enterprises, accounting for 64.6%, have made breakthroughs in the types of illegal cases investigated and dealt with.
As of October 31, the "sword" operation has basically ended. During the operation, 10701 person times of supervision and law enforcement personnel at the municipal and town levels were dispatched, and 5017 times of on-site inspection were carried out on enterprises (including 2200 person times on weekends and 1027 times on enterprises inspection). 75 scattered pollution enterprises were found, and 232 enterprises were sampled and monitored on site.
A total of 1538 enterprises were found to have problems during the inspection (including 105 suspected of direct discharge, 23 illegal discharge, 3 excessive discharge, 61 abnormal use of pollution prevention and control facilities, 154 sporadic wastewater storage and transfer, 416 hazardous waste storage and transfer, 217 incomplete environmental protection procedures and 317 environmental protection management). 202 enterprises (51 of which have been sealed up on site) have been investigated and obtained evidence The local Branch Bureau of communications further investigated 592 and ordered 668 to rectify within a time limit.
Since the launch of the special action, 218 double records have been made, 13 administrative orders have been issued, 10 administrative penalty notices have been issued, 15 administrative detention cases and 2 criminal cases are planned to be transferred.
